Between 10:00 PM and 7:00 AM, only registered overnight guests — up to the maximum permitted occupancy — may be present at the rental property. Day guests and visitors who are not staying overnight must depart by 10:00 PM. No outdoor gatherings, parties, or events of any kind are permitted at STR properties during nighttime hours, regardless of the number of participants.

The maximum occupancy cap for overnight stays is calculated as 2 persons per legally permitted bedroom plus 2 additional persons. A 3-bedroom home, for example, would have a maximum overnight occupancy of 8 persons. This cap applies regardless of the size of the living areas or the number of sleeping surfaces provided. Operators must communicate the occupancy limit and quiet hour rules to guests prior to check-in, and the information must be posted in a visible location inside the property.

Noise from short-term rental properties is subject to the same citywide quiet hour standards (noise audible at 50 feet or more is prohibited from 10 PM to 7 AM), but STR-related violations carry enhanced enforcement consequences. The designated local contact person must be available 24 hours a day and must respond to the property within 30 minutes of being notified of a complaint by the city, police, or a neighbor. Failure of the contact person to respond in a timely manner is itself a violation. Three or more verified noise or occupancy violations within any 12-month period may result in revocation of the STR permit and a 12-month prohibition on reapplication.
