The City of Orange adopted an STR ordinance effective June 10, 2021, allowing a maximum of 125 short-term rental permits citywide. Any property owner in a residential zone (excluding mobile home parks) renting for 30 days or less must obtain both an STR Permit ($250) and a Business License ($280, including non-refundable $80 application fee). The 125-permit cap has been reached and a waitlist is active. Permits are issued only to individuals or personal trusts, with priority given to city residents and owner-occupied properties. Permits are non-transferable and must be renewed annually. A minimum two-night stay is required for all bookings.
