Cats in Cameron County must be vaccinated against rabies by four months of age under state law. Texas has no automatic county cat-leash law, but the county may declare stray cats a nuisance and impound them as the local rabies control authority.
Texas Health & Safety Code Sec. 826.021 requires every cat (and dog) to be vaccinated against rabies by four months of age and kept current. Cameron County acts as the Local Rabies Control Authority, quarantines biting animals, and may pick up strays. There is no statewide county cat confinement mandate, but under Sec. 826.033 the commissioners court may adopt rules requiring restraint, declaring stray cats a public nuisance, and impounding them. Free-roaming and community-cat issues are otherwise handled under nuisance law and, inside cities, the municipal animal code.
Failure to vaccinate a cat against rabies violates Sec. 826.021. Stray cats may be impounded under Sec. 826.033; reclaim and impound fees apply.
