Unlike dogs, Hartford does not license individual cats, and cats are not subject to leash laws under Ch. 8. However owners remain responsible for nuisance behavior including repeated property damage, fouling neighbors' yards, or noise. Hartford Animal Care accepts complaints and may impound a cat causing documented harm. CT §22-339d authorizes registered trap-neuter-return colonies maintained by sponsors who handle vaccination and population control. Cats kept indoors must still receive rabies vaccination as required by CT §22-339b for cats over six months of age.
