Hartford Animal Care accepts complaints and may impound a cat causing documented harm. CT Β§22-339d authorizes registered trap-neuter-return colonies maintained by sponsors who handle vaccination and population control. Cats kept indoors must still receive rabies vaccination as required by CT Β§22-339b for cats over six months of age.
