New York Agriculture and Markets Law Article 7 requires rabies vaccinations for all cats over four months old, enforced countywide by WCDOH. Westchester County Chapter 41 prohibits abandonment, neglect, and cruelty toward cats. Many villages including Yonkers, White Plains, and Mount Vernon require tags or registration. Outdoor cats are not banned, but feral colony caretakers must comply with TNR (trap-neuter-return) protocols supervised by SPCA Westchester. Humane treatment including shelter, food, and water is mandatory. Cats running at large are not generally impounded as dogs are.
Failure to vaccinate cats or cruelty toward cats can result in fines up to 1,000 dollars, civil penalties, or misdemeanor charges under state law.
