Hawaii is one of the only rabies-free jurisdictions in the world, and HRS Chapter 142 imposes strict animal import quarantines to maintain that status. Dogs and cats arriving on Oahu must complete a 120-day quarantine at the Animal Quarantine Station in Halawa, or qualify for reduced 5-day-or-less or direct airport release programs by meeting pre-arrival rabies vaccination and FAVN blood test requirements. Traditional livestock (cattle, horses, goats, sheep, pigs) are permitted only in AG-1, AG-2, and Country zoning districts under ROH Chapter 21. Most urban residential districts prohibit livestock entirely. Importing livestock requires HDOA permits and veterinary health certificates. Feral pigs are abundant on Oahu and create agricultural damage; hunting is managed by DLNR under HRS 183D in specific game management areas.
Illegal import of animals is a misdemeanor under HRS 150A with fines up to 200,000 dollars and seizure. Keeping livestock in residential zones can trigger DPP nuisance abatement and fines starting at 500 dollars.
