Lincoln's Trash & Recycling: The Rules That Matter

By CityRuleLookup Editorial Team

Every city handles trash & recycling a little differently. In Lincoln, California, there are 6 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Recycling Requirements

California SB 1383 (Public Resources Code §42652.5) requires every jurisdiction, including Lincoln, to provide organic waste recycling to all residents and businesses. Lincoln complies through its weekly recycling cart, biweekly green waste cart, and the 'One & Done Bin' organics program.

Key details: State law: SB 1383 / PRC §42652.5. Organic waste defined: PRC §42649.8. Effective: Jan 1, 2022 (penalties from 2024). Programs: Recycling cart, green waste cart, One & Done Bin. Commercial: Mandatory subscription.

SB 1383 authorizes jurisdictional penalties on noncompliant generators. Lincoln enforces nonpayment and service violations through Utility Billing ((916) 434-2430). Commercial entities that fail to subscribe to organic waste service violate PRC §42652.5 and may be cited by the City.

Compared to other cities, Lincoln takes a harder line on recycling requirements. The enforcement and penalty structure reflects that.

Illegal Dumping

Dumping waste, debris, or any matter on public or private property without consent is a state-law offense under California Penal Code §374.3, punishable by mandatory escalating fines and, for commercial-quantity dumping, jail time.

Key details: State law: Cal. Penal Code §374.3. First-offense fine: $250–$1,000 (mandatory). Commercial-quantity: Misdemeanor, up to 6 months jail. Used tires: Fine doubled. Report dumping: Public Works (916) 434-2450.

Cal. Penal Code §374.3: $250–$1,000 (1st), $500–$1,500 (2nd), $750–$3,000 (3rd+). Commercial-quantity dumping is a misdemeanor with up to 6 months jail and $1,000–$3,000 mandatory fine. Used-tire fines are doubled. Court may impose mandatory cleanup and 12+ hours community service.

This is not one of those rules that cities tend to ignore. Lincoln actively enforces its illegal dumping requirements.

Bulk Item Disposal

Lincoln residents have two options for bulky and special-waste disposal: free self-haul to the City's Materials Recovery Facility at 3195 Athens Blvd, or scheduled free pickup of certain items (medical sharps, e-waste, automotive fluids, cooking oil) by Public Works.

Key details: MRF location: 3195 Athens Blvd. E-waste pickup: Every Wednesday (free). Fluids/cooking oil pickup: Free, scheduled. Schedule pickup: (916) 434-2450. Cardboard drop sites: Joiner Park, Twelve Bridges library.

Improper disposal of bulky items in the public right-of-way is illegal dumping under Cal. Penal Code 374.3 with a mandatory first-offense fine of $250–$1,000. Mismanaged hazardous waste (paint, batteries, oil) is regulated under Cal. Health & Safety Code Division 20.

If you are coming from a city with tighter rules, you will find Lincoln gives residents more flexibility on bulk item disposal.

Bin Placement Rules

Residents must place garbage, recycling, and green waste carts at the curb for collection on their assigned day and remove them after pickup. Specific clearance and timing rules are administered by Lincoln Public Works.

Key details: Cart type: City-issued wheeled carts. Set-out: By collection start, scheduled day. Clearance: Required for automated arm. Callback fee: $29.00 if not set out in time. Reference: Lincoln Solid Waste Services Guide.

Carts left in the public right-of-way outside of collection days, or that obstruct sidewalks, can be cited as a public nuisance under Title 8. The standard missed-pickup callback fee is $29.00.

Pickup Rules & Schedules

Solid waste collection in Lincoln is provided directly by the City of Lincoln Public Works Department (not a private franchise hauler). Garbage and recycling are collected weekly; green waste is collected on a biweekly schedule by service zone.

Key details: Hauler: City of Lincoln Public Works (municipal). Standard rate: $37.46/month (1 can). Second can: $17.03/month. Green waste schedule: Biweekly (zone-based). Missed pickup fee: $29.00 return trip.

Missed-pickup callbacks caused by the resident not setting cans out are charged a $29.00 return fee. Account-related enforcement (non-payment, unauthorized service changes) is handled through Utility Billing.

Yard Waste Collection

The City collects green waste biweekly in a dedicated green waste cart. Accepted: grass clippings, leaves, prunings under 2 feet long and 2 inches in diameter, and unflocked cut Christmas trees. Prohibited: trash, food waste, palm fronds, animal waste, lumber, cardboard, dirt, sod, rocks, treated/painted wood.

Key details: Schedule: Biweekly (blue/yellow zones). Max pruning size: 2 ft long, 2 in diameter. Christmas trees: Unflocked, cut to same size limits. Prohibited: Food, palm fronds, dirt, treated wood. Food scraps: Use 'One & Done Bin' (SB 1383).

Contaminated green waste carts may be left uncollected and tagged. Repeated contamination can be billed through Utility Billing. Disposing of green waste in storm drains or vacant lots is illegal dumping under Cal. Penal Code §374.3 ($250–$1,000 first offense).
