Connecticut abolished operational county governments in 1960; Hartford County is a Census/judicial region only. Since 2022 the Greater Hartford area is served by the Capitol Planning Region (CRCOG, 38 municipalities). ADU regulation occurs at the town level under home rule and is governed by Conn. Gen. Stat.
