Chapter 32 of the Garland Code of Ordinances, Article I (Minimum Property Standards), requires multifamily dwellings and lodging establishments (other than new construction) to submit evidence of pest treatment performed within the preceding six months by a person licensed under the Texas Structural Pest Control Act (Occupations Code Chapter 1951). Single-family homeowners are not subject to the treatment documentation requirement but must still maintain premises free from rodent harborage and vermin under the minimum property standards. Pesticide applicators must be TDA-licensed.
Failure to maintain pest-free premises or to produce required treatment documentation can result in Code Compliance citations, permit denial or revocation under Chapter 32, and Class C misdemeanor fines up to $500 per day.
