The plants must be kept out of public view, including the view from neighboring property, and secured in a locked space that people under 21 cannot reach. No county rule adds to or removes this allowance, and the personal-use possession amount is 1.5 ounces of cannabis. Growing for sale without a state license remains illegal.
Cultivating more than two plants, leaving plants in public view, or failing to secure them from those under 21 forfeits the legal protection and exposes the grower to misdemeanor cannabis penalties.
