NY Cannabis Law section 222 (enacted by MRTA, Chapter 92 of Laws of 2021) authorizes adults 21+ to cultivate up to 3 mature and 3 immature cannabis plants at their primary residence. Household max: 6 mature + 6 immature. Plants must be secured from persons under 21 and not visible from public-accessible spaces. Home cultivation technically becomes lawful upon Office of Cannabis Management regulations effective for adults (regs finalized 2022-2023). Onondaga County and its towns cannot prohibit home grows; the county can regulate dispensary retail but opted in to cannabis retail statewide framework.
