The Mississippi Medical Cannabis Act (Miss. Rankin County has no local home-grow allowance, and Dillon's Rule prevents any city from expanding cannabis access beyond state law. Recreational cannabis possession over 30 grams remains a felony under Miss. Code §41-29-139. Growing even a single plant at home - with or without a medical card - is a felony under Mississippi's controlled substances schedule. Several Rankin cities (including Brandon and Richland) exercised the statutory opt-out during the 2022 window.
