Under 28-B M.R.S. section 1502, an adult 21 or older may cultivate up to three flowering plants, twelve immature plants, and unlimited seedlings for personal adult use, and may possess the harvest from those plants at the cultivation site. Medical patients and caregivers operating under Title 22 chapter 558-C may grow additional plants per registered patient. Plants must be screened from public view and not accessible to minors. Municipalities can regulate odor, structures, electrical safety, and rental policies, but they cannot ban personal home cultivation by lawful adult users or registered patients. Sale of home-grown cannabis without a commercial license is prohibited.
Exceeding plant counts, public visibility, or unlicensed sale can result in civil violations or criminal charges, with penalties scaling by quantity under Title 17-A drug schedules.
