Under ARS 36-2852, adults 21 and older may cultivate up to six marijuana plants at their primary residence, with a maximum of 12 plants per household where two or more adults reside. Plants must be grown in a closet, room, greenhouse, or other enclosed area equipped with a lock and not visible from public view. Cities cannot ban personal cultivation but may regulate odor, electrical safety, and structural modifications under neutral codes. Selling home-grown cannabis remains illegal.
Exceeding plant limits, growing in view of the public, or distributing home-grown cannabis can result in civil fines for first violations and felony charges for sale or large-scale cultivation.
