Georgia law makes manufacture of marijuana a felony under O.C.G.A. Β§16-13-30(j) regardless of amount or medical status. Low-THC Oil Registry cardholders may POSSESS up to 20 fl oz of oil but cannot cultivate, process, or possess flower. No home-grow exemption exists. Even hemp cultivation requires GA Department of Agriculture license under the Georgia Hemp Farming Act (O.C.G.A. Β§2-23).
