Oklahoma is a medical-only cannabis state under State Question 788 (codified at 63 OS Β§ 420 et seq., passed June 2018). Licensed medical marijuana patients with a valid OMMA (Oklahoma Medical Marijuana Authority) card may cultivate up to 6 mature plants and 6 seedlings for personal use at their primary residence. Plants must be in an enclosed, locked space not visible from public view and secured from minors (63 OS Β§ 420A(A)(5)). Tulsa County and City of Tulsa have not enacted additional home cultivation restrictions beyond the state framework. Landlords and HOAs may prohibit cultivation in leases or covenants. Caregiver cultivation on behalf of patients is not authorized. Recreational cultivation remains a felony under 63 OS Β§ 2-401 (cultivation of Schedule I). Patients must renew OMMA card every 2 years.
