Tree Removal & Heritage Trees: Anza vs Riverside

Riverside County does not have a blanket heritage-tree ordinance for private property, but oak woodlands and riparian trees in Multi-Species Habitat Conservation Plan (MSHCP) reserves are protected. Tree removal during grading under Ordinance 457 may require biological survey. Desert native plants (Joshua trees, palms) are protected by state law on any project requiring discretionary approval.

Under Riverside Municipal Code Chapter 16.40, no person may remove a City tree — any tree in a park, parkway, median, or public right-of-way — without a removal permit from the City Arborist. Private-property trees can generally be removed without a permit unless they are heritage trees, protected native species, or on hillside parcels subject to grading ordinances.
