Does Apex require me to take down my holiday lights by a certain date?

No. Neither the Apex Town Code nor the Unified Development Ordinance sets a calendar-based take-down deadline for residential holiday lights or decorations. They are not 'signs' under UDO Sec. 8.7.9, and even if they were, UDO Sec. 8.7.1 exempts 'Non-commercial signs on a residential property.' Your HOA may impose its own deadline under NC's Planned Community Act (NCGS Ch. 47F).

Can my neighbor's bright holiday lights be cited in Apex?

Possibly. UDO Sec. 8.7.6 requires that sign and accent lighting not cause spillover or glare onto a public right-of-way or residential premises. Decorations placed in the public right-of-way or that obstruct the sight triangle at an intersection violate UDO Sec. 8.7.2. Amplified seasonal music must comply with Town Code Sec. 14-31.
