If a dwelling wall serves as part of the pool barrier, NC Residential Code AV105.2 Item 9 requires the door with direct access to be equipped with an alarm meeting UL 2017, or the pool must have an ASTM F1346 safety cover, or the door must be self-closing and self-latching with a release at least 54 inches above the floor.

Are residential and public pool rules the same in Apex?
