Do I need a Chicago tobacco license to sell only vape pods?

Yes. MCC 4-64 covers any electronic cigarette, vapor device, or liquid nicotine product. Convenience stores, vape shops, and gas stations all need the city Tobacco Dealer license.

Can a Chicago retailer ship vape products to home customers?

Online and delivery sales must still come from a licensed Chicago dealer and comply with state PACT Act registration. Age verification at delivery is required for vapor and tobacco products.

Do I need a Cook County license if my suburb already licenses me?

Only if your store is in unincorporated Cook County. Retailers inside incorporated suburbs follow that municipality's licensing; the county tobacco tax still applies countywide.

Does the vape tax apply to nicotine-free liquid?

No. The Cook County liquid-nicotine tax applies only to products containing nicotine; zero-nicotine vape juice is not currently taxed under Ch. 74 Art. XI.
