Does the house wall count as part of the pool barrier?
Only if you use a different SB 442 feature on doors providing direct pool access (exit alarms or self-closing door device with release 54+ inches high). Otherwise the enclosure must fully isolate the pool from the home per HSC §115923.
Is chain-link fence acceptable?
Only if mesh is small enough (commonly 1.75 inches or less) to prevent footholds and pass the no-handhold rule in HSC §115923(d). Standard 2-inch chain link generally fails the climbability test without slats.

Is a pool cover by itself enough to satisfy the rules?
An ASTM F1346 compliant safety cover satisfies the second drowning-prevention feature requirement, but you still need the 60-inch perimeter barrier. The cover alone is not a barrier under California law.
