The 'dibs' tradition is a snowy-city custom and does not apply in Palm Springs, a desert resort without snowfall. Placing chairs, cones, or other objects in the public right-of-way to reserve parking is prohibited under Palm Springs Municipal Code Chapter 12 and constitutes an obstruction.
