Yes — RMC §8.04.050 only requires a 'substantial chain or leash' and that the dog be in control of a competent person. There is no maximum leash length in the City code, but Riverside County §6.08.010 (which RCDAS officers also enforce inside the City) defines 'at large' to exclude dogs under voice control alone, so the handler must actually maintain physical control.

Can my dog be off-leash in my front yard?

Only if the yard is enclosed. RMC §8.04.050 specifically covers 'any unenclosed lot or place,' so an un-fenced front yard counts as a place where leash restraint is required.
