ROH Sec. 16-6.2 requires every residential pool to be enclosed by a barrier meeting International Building Code Section 3109.4, which mandates a barrier at least 48 inches high with self-closing, self-latching gates. The requirement applies to any pool, spa, or hot tub holding water 18 inches or more in depth.

How high must the pool fence be?

At least 48 inches (four feet) above grade, measured on the side of the barrier that faces away from the pool, under IBC Section 3109.4.1 as adopted by Honolulu. The older ROH 16-6.2 figure of four and one-half feet was replaced by the building-code standard.

What are the gate requirements?

Pedestrian access gates must be self-closing and have a self-latching device, and openings in the barrier must not allow passage of a 4-inch-diameter sphere, so a small child cannot pass through (IBC Sec. 3109.4.1).
