A purely portable propane grill on a movable patio cart with no fixed utilities generally does not require permits.

Can my landscaper install the gas line for my Edison outdoor kitchen?

Only if they are a licensed NJ Master Plumber. Under N.J.S.A. 45:14C, gas piping is part of the plumbing trade and must be installed by a Master Plumber under a permit issued by the Edison Plumbing Subcode Official. The sole exception is that the homeowner may perform the work in their own residence with the Construction Official's authorization.
