How tall does my pool fence have to be?

At least 60 inches (5 feet) above grade, measured on the side of the barrier facing away from the pool, under Sacramento County Code Section 16.36.130. The maximum vertical clearance between grade and the bottom of the barrier is 2 inches (increased to 4 inches over a solid concrete deck or when mounted on top of an above-ground pool).

What are the gate rules?

Pedestrian access gates must be self-closing with a self-latching device and must swing away from the pool. Where the latch release is less than 54 inches from grade, the release must be on the pool side at least 3 inches below the top of the gate, with no opening greater than 1/2 inch within 18 inches of the release. Other gates must be lockable and kept locked when the pool is not in use.

Do I need a permit to install or replace a pool fence in Sacramento?

Yes. The City of Sacramento Community Development Department requires a building permit for new pools, pool remodels, and barrier work. Inspectors verify the 60-inch barrier height, 2-inch bottom clearance, self-closing/self-latching gate, and the two HSC §115922 drowning prevention features before final approval.

Can I use my house wall as part of the pool enclosure?

Yes, if the dwelling forms part of the barrier, all doors with direct pool access must have either a self-closing/self-latching device with release at least 54 inches above the floor, or an exit alarm meeting HSC §115922. Garage overhead doors and vehicle gates cannot serve as the barrier.
