No. Houston Code Chapter 21, Article IX bans use of electronic smoking devices in enclosed public places and workplaces since March 30, 2022. Use is also barred within 25 feet of entrances and operable windows.

Does Houston require a city license to sell vape products?

No. Tex. Health & Safety Code Β§ 161.089 preempts local age rules and Texas has no statewide retail vape license. Houston regulates only indoor use and location through Chapter 21 and zoning.

Where can someone vape legally in Houston?
