What about Lake Perris State Recreation Area?

Lake Perris is a California State Park. Under CCR Title 14 §4319, you cannot operate a drone within state parks without a written use permit from the District Superintendent. This is enforced separately from any City of Menifee rule.

Can I fly near a wildfire in the Menifee hills?

No. California Penal Code §402 makes it a misdemeanor (up to 6 months jail / $2,000 fine) to operate a drone that interferes with first responders. CAL FIRE has zero tolerance and aircraft will be grounded if a drone is detected. 'If you fly, we can't.'
