Park Drone Restrictions: Menifee vs Riverside

Can I fly my drone at Wheatfield Park or Audie Murphy Ranch Sports Park?

Menifee Municipal Code does not currently contain a citywide ban on drones in parks, but Title 13 lets the City regulate uses of its parks. Check posted signs and avoid flying over organized sports, events, or crowds without an FAA waiver. Parks and Recreation: (951) 723-3880.

What about Lake Perris State Recreation Area?

Lake Perris is a California State Park. Under CCR Title 14 §4319, you cannot operate a drone within state parks without a written use permit from the District Superintendent. This is enforced separately from any City of Menifee rule.

Can I fly near a wildfire in the Menifee hills?

No. California Penal Code §402 makes it a misdemeanor (up to 6 months jail / $2,000 fine) to operate a drone that interferes with first responders. CAL FIRE has zero tolerance and aircraft will be grounded if a drone is detected. 'If you fly, we can't.'

Are there any Riverside parks where I can legally fly a hobby drone?

Only in an area 'especially set apart and authorized' by the Parks Department under RMC § 9.08.090. The City has not publicly designated such an area for drones, so the practical answer is no. Try AMA model-aircraft fields outside city park boundaries instead.

What if I fly the drone over the park but launch from a sidewalk outside?

The Riverside ordinance regulates conduct in the park (launch, land, presence). Airspace above the park is governed by the FAA. You may not be in violation of RMC § 9.08.090 if you launch from non-park property and never land in the park, but you must still comply with FAA altitude, line-of-sight, and people-overflight rules.

Can I fly at Fairmount Park or Mt. Rubidoux?

Both are City of Riverside parks subject to Chapter 9.08. Takeoff or landing on park property without a Facility Reservation Permit is prohibited. Mt. Rubidoux is also a high-foot-traffic area where overflying people is barred by federal Part 107 rules.
