Under A.R.S. § 41-194.01 (SB 1487), any state legislator can ask the Attorney General to investigate a city ordinance for preemption violations. If the AG finds a violation, state shared revenue (Scottsdale's largest single revenue source) can be withheld. Bisbee experienced this in 2017 over its bag ordinance.

Where can I recycle plastic bags in Scottsdale?

At Bag Central Station bins at Fry's, Safeway, Albertsons, Walmart, and Target locations across Scottsdale. The city's Solid Waste Transfer & Recycling Center on Hayden Road also accepts certain film. Curbside blue carts do NOT take plastic bags.
