No. The County's ADU parking requirement is 'Not Required' under § 21.58.040, and state law (Gov. Code § 65852.2(a)(4)) bars Monterey County from requiring replacement parking when garage spaces are removed to create an ADU.

Can I add a second story onto the converted garage?

Yes, but a minimum four-foot setback from side and rear lot lines must be maintained for an ADU constructed above a garage (§ 21.64.030(E)(6)).

Can I convert my garage to a workshop or extra bedroom without a permit?

No. Only conversions to ADUs receive the setback waiver. Any conversion of a garage to habitable space or a different accessory use requires building permits and must meet the setback rules of the underlying zoning district.
