Are ADUs exempt from Tucson impact fees?

No automatic exemption. Arizona HB 2720 requires fees be proportional to the ADU's actual service demand, which is lower than a full single-family dwelling. Tucson cannot charge the full single-family rate. Request a fee estimate from Planning and Development Services before submitting.

Do I have to install a separate water meter for my casita?

Not required by code. Sharing the primary dwelling's water meter avoids Tucson Water capacity (hookup) charges. A separate meter is optional but triggers a new meter installation fee plus the Water Resource System Development Fee.
