Does San Diego County have an animal hoarding law?

Not by that name. The County uses its public-nuisance powers (County Code 62.682). When someone fails to properly care for or control one or more animals, the Department of Animal Services can limit how many and what type of animals they keep, impound animals, and bar them from owning animals for up to five years.

What happens to a hoarder's animals?

Under section 62.682, the Department may require registration, impose conditions, limit the number of animals, and, for an immediate threat, summarily impound or abate animals (with notice and hearing rights). Neglect or cruelty can also be prosecuted under California Penal Code section 597.
