Hillsborough County does not enforce dog leash rules. New Hampshire RSA 466:30-a makes it 'unlawful for any dog to run at large' off the owner's premises, except when accompanied by the owner or custodian. RSA 466:1 requires every dog 4 months or older to be licensed annually by the town or city clerk. RSA 466:31 covers nuisance, menace, and vicious dogs. Manchester (Code Chapter 90, Section 90.12) and Nashua (Code Chapter 93) add municipal leash and licensing rules.
