The county fronts Long Island Sound from Milford east to Madison and is drained by the Quinnipiac, Housatonic, Naugatuck, and Mill Rivers, creating both coastal and inland flood exposure. Flood-zone regulation is governed by FEMA's National Flood Insurance Program, the Connecticut Coastal Management Act under Conn. Gen. Stat.
