A warehouse of mining rigs draws power and produces heat and noise like a data center, so it is classified into the nearest industrial use in Table 131-06B and located in an IP, IL, or IH zone - permitted by right as an industrial use, or by Conditional Use Permit with CEQA review if it functions as a Major Transmission, Relay, or Communications Switching Station. Continuous cooling noise must stay within Sec. 59.5.0401: 75 dB(A) on industrial land and 40 dB(A) overnight where it reaches homes. Home-based mining is ordinary residential use, subject to the same property-line noise limits.
There are no crypto-specific penalties. A commercial mining operation outside an industrial zone, or without a required Conditional Use Permit, is a zoning violation, and noise over the Sec. 59.5.0401 limits is enforced by the City.
