Tulare County has no standalone noise ordinance. Its General Plan Noise Element bars new industrial noise sources from exceeding 60 dB Ldn/CNEL at the boundary of a residential zone, enforced through an acoustical analysis at the permit stage. A data center's cooling and generators must meet this limit.
Tulare County never adopted a separate noise-control ordinance; the Noise Element says its data are meant to guide one "should the County determine that adoption of such an ordinance is appropriate." So a data center's chillers, cooling fans, and backup generators are held to the General Plan Noise Element. Policy 4.B.1 prohibits new industrial or other noise-generating uses from exceeding 60 dB Ldn (or CNEL) at the boundary of land planned or zoned residential. In the Foothill and Mountain Planning Areas the limit tightens to an hourly Leq of 50 dB(A) day and 40 dB(A) night, with a maximum (Lmax) of 70 day and 60 night. The standards apply through a required acoustical analysis before any discretionary permit is granted.
Data center cooling or generator noise above 60 dB Ldn/CNEL at a residential zone boundary, or above the 50/40 dB(A) Leq limits in Foothill and Mountain areas, blocks permit approval and triggers required mitigation.
