Within the county's municipalities (Portland, South Portland, etc.), commercial filming or special-event drone work may require a town-issued film/event permit under municipal codes adopted under home-rule authority (30-A M.R.S. § 3001).
FAA civil penalties: up to $27,500 per violation for Part 107 infractions; criminal penalties up to $250,000 and 3 years' imprisonment under 49 U.S.C. § 46307 for hazardous operation. State trespass and harassment charges may apply under 17-A M.R.S. § 402 (criminal trespass) and 17-A M.R.S. § 506-A (harassment). Cumberland County itself imposes no fine because there is no county ordinance.
