Adjacent Whittier Narrows Recreation Area is a Los Angeles County park; LA County Code Title 17 §17.04.430 prohibits operating any 'aircraft, glider, model airplane, rocket, balloon, drone, or unmanned aerial vehicle' in a County park except at an area designated by the Director — which is exactly what the San Gabriel Valley RC field at Whittier Narrows is. So a drone launched from a non-designated area of Whittier Narrows is a County-park violation even though El Monte itself has no on-point rule. State park rules (Cal. Code Regs. tit. 14 §4322) ban UAS from State Parks/Beaches except where the District Superintendent posts approval.
El Monte park violations are infractions under EMMC §1.16 general penalty ($250 / $500 / $1,000 escalating). LA County Code §17.04.430 violations in Whittier Narrows are infractions up to $100/$200/$500 under LACC §17.04.880, plus possible misdemeanor charge for repeat violations. State park UAS violations under 14 CCR §4322 are infractions up to $1,000. Federal violations (FAA Part 107, 49 U.S.C. §44809) are enforced separately and can run into tens of thousands of dollars.
