Minneapolis enacted a local minimum wage ordinance in 2017, phasing in to $15 per hour for all employers by July 2024. The wage rises annually with inflation and applies to anyone working two or more hours per week in the city.
Title 8, Chapter 40 of the Minneapolis Code establishes a city minimum wage that exceeds Minnesota's statewide minimum (Minn. Stat. 177.24). After phased increases starting in 2017, the rate reached $15 per hour for all employers by July 1, 2024, with annual cost-of-living adjustments thereafter. Coverage extends to any employee performing at least two hours of work per week within Minneapolis city limits, including remote work performed in the city. Tipped workers are not exempt; tips do not count toward the minimum wage. Enforcement is handled by the Department of Civil Rights, Labor Standards Enforcement Division.
Underpayment can result in back wages, double damages, civil penalties up to $1,000 per violation per worker, and license consequences. Retaliation against complaining workers is a separate violation.
