San Joaquin County does not mediate or enforce boundary fence cost-sharing disputes, which are civil matters under CA Civil Code Β§841. The Good Neighbor Fence Act requires adjacent landowners to share equally in the reasonable costs of constructing and maintaining a fence on the property line, unless they agree otherwise. The owner initiating construction must provide written notice to the neighboring property owner at least 30 days before beginning work, describing the proposed fence, materials, and estimated cost. Disputes are resolved in Small Claims Court. The county's zoning rules (height and setback) still apply regardless of any neighbor agreement.
