The owner initiating construction must provide written notice to the neighboring property owner at least 30 days before beginning work, describing the proposed fence, materials, and estimated cost. Disputes are resolved in Small Claims Court. The county's zoning rules (height and setback) still apply regardless of any neighbor agreement.
