Illinois Firearm Concealed Carry Act licenses are issued by the Illinois State Police. Chicago is fully covered, but the city has expansive sensitive-place lists where licensed carry is barred under 430 ILCS 66/65 and MCC 8-20.
Carrying a concealed handgun in Chicago requires an Illinois Concealed Carry License (CCL) issued by the Illinois State Police under 430 ILCS 66, plus a valid FOID card. Applicants must complete sixteen hours of training, pass a background check, and pay state fees. Even with a CCL, holders may not carry in schools, government buildings, public transit (CTA buses, trains, and platforms), parks, hospitals, places licensed to serve alcohol where over half of revenue is from alcohol, stadiums, and large gatherings. Chicago routinely posts sensitive-place signage. The city cannot license concealed carry separately because the FCCA preempts local regulation, but it enforces state limits.
Carrying without a CCL is unlawful use of a weapon under 720 ILCS 5/24-1 or aggravated under 5/24-1.6, a Class 4 felony; carrying in a sensitive place is a Class B misdemeanor with license revocation risk.
