Converse allows home occupations as accessory uses in residential zones. The business must be run by residents inside the dwelling, generate no unusual traffic, and show no external evidence.
The Converse zoning code treats a home occupation as a customary accessory use to a residential dwelling. Allowable activities typically include professional services such as consulting, tutoring, remote office work, tailoring, and similar low-impact uses. The business must be conducted by persons residing in the home, use no more than a limited portion of the dwelling floor area (commonly 25 percent), and not employ non-resident workers on site. External signage is generally prohibited or limited to a small non-illuminated nameplate. No stock in trade may be stored outside the home, and no mechanical equipment may be used that creates noise, vibration, glare, odor, or electrical interference detectable beyond the property line. Client visits must be limited so that parking and traffic do not exceed what is normal for a residence. Prohibited home occupations commonly include auto repair, welding, commercial kennels, medical or dental clinics with regular patient flow, restaurants, and retail sales from the home. A Texas sales and use tax permit from the Texas Comptroller is required for any business selling taxable goods or services. An assumed name certificate (DBA) must be filed with Bexar County if operating under a name other than the owner legal name.
Operating a non-compliant home business can result in municipal court citations with fines up to $500 per day per Texas Local Government Code 54.001. Repeated violations may lead to injunctive action by the city and forced cessation of the business.
