Lake County no longer imposes a special home-occupation permit or business-tax barrier that other businesses don't face. Since 2022 the county follows FS 559.955, which bars local governments from licensing home-based businesses differently from other businesses.
Lake County repealed most of its home-occupation regulations in 2022 to comply with FS 559.955 (HB 403). The state law provides a home-based business may not be prohibited, restricted, regulated, or licensed in a manner different from other businesses. A qualifying home-based business must be conducted by residents, with up to two non-resident on-site employees allowed and additional fully remote employees permitted; it may not use equipment or processes creating noise, vibration, heat, smoke, dust, glare, fumes or noxious odors beyond normal residential use, and may not stockpile stores or display products visible from the street. A county business tax receipt may still be required, but only on the same terms as any business.
The county cannot deny a permit to a compliant home-based business. Businesses that exceed the residential-character limits (noise, storage, traffic) can be cited under code enforcement and fined until they comply.
