Most low-impact home businesses in unincorporated Manatee County need no special land-use approval, but higher-impact uses such as a barber/beauty shop, music or dance instruction, or small group instruction require a special permit. A county business tax receipt is also generally required.
The Manatee County Land Development Code lets many home occupations operate by right within the size and appearance limits (no more than 25% of the home or 200 square feet, no outdoor storage, no on-site retail, no signs). Certain uses need Special Permit approval: barber or beauty shops (two chairs maximum), dance or music instruction by the resident, fortune telling and palm reading, and group instruction for no more than ten persons at a time. Separately, operators typically must obtain a Manatee County Local Business Tax Receipt. Applicants can confirm requirements with the county's Reviewer on Call at (941) 748-4501.
Running a special-permit use without the permit, or exceeding home-occupation limits, is a code violation subject to cease-use orders and fines from Manatee County Code Enforcement.
