Calaveras County does not require a discretionary home occupation permit; home occupations are allowed by right under Zoning Code Section 17.25.140. A County business license is required where applicable. Operations must cap on-site clients at three, limit client hours, allow only one outside employee, and stay under 7.5 daily vehicle trips.
In unincorporated Calaveras County, a qualifying home occupation is permitted by right under Zoning Code Section 17.25.140, with no separate discretionary planning permit required as long as the operating standards are met. Where applicable, a separate County business license is required for each home occupation. The operating standards limit the business to no more than 33 percent of total floor area, conducted entirely inside the dwelling, garage, or accessory structure. In addition to residents, only one employee or independent contractor may work at the location (except as allowed for cottage food operations). On-site client contact is capped at three customers or clients at any time, with client hours limited to 8:00 a.m. to 8:00 p.m. on weekdays and 10:00 a.m. to 5:00 p.m. on weekends and holidays. The use may not generate more than 7.5 average daily vehicle trips or create demand for additional parking. No offensive noise, dust, vibration, odor, smoke, glare, or other nuisance may be perceptible at or beyond the lot line. Eating and drinking establishments, hotels and motels, and retail sales are prohibited as home occupations. A business needing to exceed these limits must instead pursue a Rural Home Industry conditional use permit under Section 17.25.180. Confirm business-license requirements with the County before starting.
Exceeding the client, employee, traffic, or nuisance limits, or operating a prohibited use type, can trigger zoning code enforcement requiring the operation to comply, downsize, obtain a use permit, or stop.
