Salt Lake City's bridge-housing approach relies on three Homeless Resource Centers operated by The Road Home and Volunteers of America under the regional Continuum of Care, providing short-term beds, case management, and a path into permanent housing.
After Salt Lake County closed the original Road Home downtown shelter in 2019, the region shifted to three Homeless Resource Centers (Geraldine E. King for women, Gail Miller co-ed, and the Men's Resource Center in South Salt Lake) plus winter overflow capacity. SLC contracts with The Road Home, Volunteers of America, and Switchpoint as the Continuum of Care lead agencies. Bridge-housing programs offer up to roughly ninety days of stay coupled with intensive case management, ID recovery, healthcare access through Fourth Street Clinic, and rapid-rehousing referrals. Multi-Cultural Affairs and the Welcoming City office add language access for new arrivals. SLC zoning Title 21A includes specific allowances for resource-center uses.
Operating an unpermitted shelter in a non-zoned location can be cited under Title 21A; participants who violate program rules can be exited but retain Continuum of Care intake rights at other sites.
