Deputies cannot ask about immigration status during routine contact, honor ICE detainers without a judicial warrant, or share non-public information for civil enforcement. California SB-54 (the Values Act, 2017) imposes the same limits statewide. Together they apply across all unincorporated areas, the jail system, and contract cities served by LASD. Federal supremacy still requires honoring criminal warrants and judicial process.
County employees who breach Title 1.05 face administrative discipline up to termination. No civil penalties apply to residents — the ordinance binds the county, not private parties. Wrongful detention may give rise to Bane Act claims under Civil Code §52.1.
