Albany County, NY Landscaping Rules: Artificial Turf (2026)

Albany County has no general prohibition on artificial turf for residential yards. The City of Albany Code and town codes (Bethlehem, Colonie, Guilderland) require that all impervious surface installations maintain or improve on-site stormwater management per the Albany County MS4 (SPDES GP-0-15-003) — artificial turf is treated as partially pervious depending on base construction. Proper installations require a compacted aggregate base with drainage underlayer; poor drainage onto neighboring property creates civil liability under NY's reasonable use rule. Ongoing PFAS (per- and polyfluoroalkyl substances) concerns in turf infill have prompted several NYS legislative proposals, and some municipalities restrict public-facility turf; residential turf remains generally permitted. Hudson River floodplain areas (Coeymans, Watervliet) must account for flood zone requirements. HOAs may restrict turf via covenants; no NY state statute preempts HOA turf bans. Heat islands (turf can exceed 150°F on summer days) are a consideration given Albany's humid continental climate.
