Unlike some urban jurisdictions, Modoc County does not require natural-only landscaping, set turf quality standards, or limit the percentage of a yard that may be synthetic. Note that artificial turf is combustible; near structures it should be kept consistent with defensible-space goals under PRC 4291.
There is no artificial-turf permit, so there are no turf-specific fines. Enforcement would only arise from collateral issues, for example grading or drainage work done without required permits under the county's adopted building codes, or a stormwater-runoff problem treated as a nuisance under Chapter 8.20.
